President Paul Kagame addressed the 17th National Congress of the Rwandan Patriotic Front (RPF) on Friday, 19 December 2025.
Kigali — President Paul Kagame has called on members of the Rwandan Patriotic Front (RPF–Inkotanyi) to remain steadfast in the fight against corruption, describing it as a critical threat to Rwanda’s development, unity, and long-term vision.
Addressing RPF members during a party meeting, President Kagame emphasized that corruption undermines public trust, weakens institutions, and reverses hard-won development gains. He warned that tolerating corrupt practices, regardless of who is involved, risks eroding the values on which Rwanda’s progress has been built.
“Corruption is not just a financial crime; it is a betrayal of our people and our country,” President Kagame said. “Those entrusted with responsibility must act with integrity, discipline, and accountability at all times.”
The Head of State reminded party members that the RPF was founded on principles of patriotism, sacrifice, and service to the people, stressing that these values must continue to guide leadership at all levels. He urged leaders to lead by example and to take decisive action against corruption wherever it appears.

The congress convened over 2,200 party members to discuss key priorities for Rwanda’s transformation.
President Kagame noted that Rwanda’s achievements in governance, service delivery, and economic transformation are closely linked to the country’s strong stance against corruption. He cautioned that complacency could open the door to practices that slow development and widen inequality.
“Fighting corruption is a continuous struggle,” he said. “It requires courage, honesty, and the willingness to correct mistakes, even when it is uncomfortable.”
The President also called on party structures to strengthen internal accountability mechanisms and promote a culture of transparency, particularly among young leaders and new members joining the party.
Rwanda has consistently ranked among the least corrupt countries in Africa, a performance President Kagame attributed to strong institutions, clear laws, and political will. However, he stressed that progress must be protected through constant vigilance.
The address reaffirmed the RPF leadership’s commitment to clean governance and responsible leadership as Rwanda continues to pursue its national development goals and Vision 2050.
